In Morocco, a nationwide effort to humanely manage the country’s large stray dog population is gaining traction through the “Trap, Neuter, Vaccinate and Return” (TNVR) program, launch in 2019. At a facility in El Aarjate, stray dogs known as “Beldi” are captured, sterilized, vaccinated, and released with identifying tags indicating they are safe.
With an estimated 1.2 to 1.5 million stray dogs, Morocco has invested $23 million over five years to align with global animal welfare standards, aiming to balance public health and animal rights. While some communities support these dogs, other fear them due to past rabies incidents. The initiative has gained praise from local vets and officials but has faced criticism and scrutiny from international animal rights groups, particularly following Morocco’s selection as a 2030 FIFA World Cup co-host.
